| Development strategies and goals: |
"Featured as a "market-oriented, efficiency-driven
and creativity-empowered enterprise, CEC will take full advantage
of its integated strength to accelerate the development of Products
Series as well as the construction of "Four Supportive
Systems" so as to become a key state-owned enterprise with
its own Research and Development (R&D) capability and strong
competitive edge. CEC will achieve a sales revenue of RMB 100
billion, generating RMB 3.5 billion profit by year 2005.
Products Series refer to software and system integration; design,
manufacturing and application of integrated circuit; telecommunication
and network products and digital household appliances. CEC's
development strategy is to center around the software products
and lay emphasis on integrated circuit, develop communication,
network and digital household appliances
with its own interectual property rights and market competitiveness.
By the end of "the 10th Five year Plan", CEC's technology
level of at least 5 to 8 products will be leading in the domestic
market as one of the top 3 market sharers. Some of the products
will also enter the international market, which will indicate
that information industry is the main business of CEC.
The goal settings for key main products:
Software and system integration - By the end of
"the 10th Five year Plan", system software and e-commerce
intermediate products of CEC will be the industrial leading
products; centered in Beijing and based on the software development
zones in Beijing, Pudong and Zhuhai, CEC will build up the state-of-the-art
software R&D, manufacturing, marketing network and important
software export base with its 30 domestic and overseas subsidiaries.
CEC is committed to be the major player in of software and system
integration industry, aiming at 5-8% domestic market share in
2005 with 8 to 10 key software application products being its
brand names. CEC will also dominate the software and system
integration application area with its leading position in system
integration. The targeted revenue is RMB 16 billion with software
export exceeding USD 50 million.
The design, manufacturing and application
of integrated circuit - By the end of "the 10th Five year
Plan", CEC's integrated circuit products will occupy 6%
of the domestic market as one of the top suppliers providing
the widest variety of products. CEC will maintain its leading
position in production capability and technology level this
area. IC card products of CEC will be characterized by its wide
variety, superior quality, massive production and reasonable
price. The revenue in this area is expected to reach RMB 16
billion.
Telecommunication and network products - By the end of "the
10th Five year Plan", CEC will strategically develop into
a leading supplier and manufacturer of mobile solution, targeting
a 20% domestic market and marching into the international market.
The total revenue from telecommunication and network products
will hit RMB 19 billion.
"Four Supportive Systems" include
technical innovation, system engineering, technical service
and marketing. The development strategy is to center around
the CEC's products series and build four supportive systems
of technology innovation, system engineering, technical service
and marketing. Meanwhile, CEC will increase the investment and
the efficiency of the usage of capital to develop its core competitiveness,
expand its market share, increase the profit level of assets,
and support and ensure the leaping development of CEC.
To build up and develop "Four Supportive
Systems", apart from the goal settings for the products
series, CEC will achieve a sales revenue of RMB 35 billion from
its financing, trade, system engineering undertaking and corporate
management and development by year 2005.
Key points of implementation:
To realize the goals of CEC development,
CEC will strengthen its comparative and integrative advantages,
implement its leaping development strategy, fully carry out
the enterprise and products restructure and solve the reformatory
problems with constructive ideas. Taking the asset as its link,
CEC will conduct the enterprise's restructure. For the key subsidiaries,
the company will adopt the development modes of reasonable centralized
and self-managed, regroup the industry strategically, emphasize
the development of key industries, nurture its competitiveness
in main business areas and bring into full play its comparative
and integrative advantages, keeping abreast with the international
standard through employing talents.
CEC will form a professional team to support its several key
main businesses. By 2005, CEC's 3 to 4 businesses will achieve
a sales revenue of RMB 10 billion, and 4 to 5 businesses will
achieve RMB 3 to 5 billion (including 3 to 5 competitive and
